The update_responses command can now receive a channel name as argument.
In that case, only the xml responses for the selected channel(s) are
updated. The files are now located in directory htdocfiles/$channel and
each channel has its own .htaccess file in that directory.
Makefile rules have been added to update the different channels.

The gen_incrementals can now receive a channel name as argument. In that
case, incremental MARs will be created for this channel only.
If there is no argument, incremental MARs for all channels are created.

This commit changes the update_responses to select the action to be done
based on the program name rather than a command line flag. We are adding
a symlink gen_incrementals -> update_responses to run the action of
generating incremental mars.
The main reason for this change is to avoid confusion with a command named
"update_repsonses --createIncrementalMARs" which does not update
responses.
We are also not extracting the mar tools when we only update the xml
responses.

In the Linux mar-tools, include certutil, signmar, and associated NSS and NSPR
libraries.
Set LC_ALL=C before running update_responses (fixes reproducibility issues).
Changed update_responses to separate the incremental MAR file generation
from the htdocs generation by adding support for a --createIncrementalMARs
flag to the Perl script and adding an 'update_responses' make target.
Added a series of 'signmar' make targets which run a new signmars.sh script,
which does the following:
1. Prompts for an NSS password (the script assumes that an nssdb directory
exists that contains the signing key/cert).
2. Moves original (unsigned) MAR files to a TORBROWSER_VERSION-unsigned/
directory.
3. Signs each of the MAR files, placing the signed files in the
TORBROWSER_VERSION/ directory.

FTE seems to not need libgmpxx anymore. Additionally, we don't need
multiple copies of libgmp either. We remove all these unnecessary
libraries to save space and reduce complexity. Bug 13055 gets fixed by
this commit as well.

These bridges were removed because:
1. They have never provided their bridge descriptors for metrics. See
#13504: https://bugs.torproject.org/13504
2. They are either unreachable or unreliable.
2.a. The two obfs3 bridges are unreachable:

* REMOVE default bridges obfs3.4, obfs3.5, and scramblesuit.1.
* RENAME other bridges' preference names to keep the lists sequential.
* FIXES part of #13504, sort of kind of. We still don't have historical
metrics for these bridges for the period they were active.

This is to reenable the TLS session tickets that are disabled by Tor
Browser, so the TLS client hello matches that of stock Firefox.

removed and replaced by security.ssl.disable_session_identifiers.
