We needed to update also the jar.mn to include Albanian.

This commit should not be needed, very likely, because Android is now
using Java code to plumb the value, but we add it to be on the safe
side.

We only apply our hack on popupshowing and popuphiding if the event
target matches the panel popup.

We also add a FIXME note since the sizing hack is fragile.

We also use the "hidden" attribute to hide the circuit instead of
setting the inline "display" style.

With Firefox 102, we have switched from a JS implementation of Fluent
to a Rust one, and the related API has slightly changed.

Anyway. since we are switching to packaged locales, we can register them
with the jar.mn, rather than using the API.

Updated paths to tor-launcher modules and use TorProtocolService,
instead of referencing the component with
@torproject.org/torlauncher-protocol-service;1.

- copied over en-US tor-launcher strings
- ran import-translations.sh and added only the new tor-launcher strings

 - update import-translations.sh script with tor-launcher branches

Updated `about:tor` to link to the offline manual.
