Replace mysocks/SocksiPy with torsocks.

torsocks provides just the minimum amount of code to talk to Tor over
SOCKSv5.  The interface is cleaner, and hopefully less buggy.  We can
get rid of mysocks/SocksiPy as it is no longer needed.

Set PathsNeededToBuildCircuits to 0.95.

This option should help exitmap get as many descriptors as possible when
bootstrapping.  To account for longer bootstrapping times, we increase
the timeout to 180 and, for convenience, catch OSError and log a fancy
error message if Tor won't manage to bootstrap in time.
