Bug 31286: New strings for about:preferences#tor

Adds several new strings for the about:preferences#tor page.
For each locale, removed the colon character from several
strings (Username, Password, Port, etc) to match style of
existing fields in about:preferences. Duplicate some
existing strings living in torlauncher.properties over to
network-settings.dtd

Bug 31491: clean up the old meek http helper browser profiles

On macOS, remove the old meek and moat http helper browser profiles
that may be present under TorBrowser-Data/Tor/PluggableTransports/.
Removal is only attempted once; this is controlled by the Boolean pref
extensions.torlauncher.should_remove_meek_helper_profiles.

Improve our ClientTransportPlugin config parser to recognize
"meek" and "meek_client" when they appear within a comma-separated
list of transports.

Replace some wizard and dialog "on" attributes with event handlers.
Replace the XUL listbox element (which was removed by Mozilla) with
  richlistbox.
Replace the XUL progressmeter element (which was removed by Mozilla) with
  an HTML progress element.
Define our own CSS rules for groupbox elements (Mozilla removed the
  built-in styles).
Fix some minor CSS incompatibilities.
