Add declarative title formatting.

Create a 'house style' document class and use it in all the tech reports.

The style is based on the standard 'article' class but sets a number
of options intended to make the generated PDFs more readable on screen
and make better use of available space:

* Better font choices (still subject to tweakage)
* 12-point text
* 1-inch margins (TeX default margins are huge)
* Hyperlinkage

Roger says he favors YYYY-MM-NNN over YYYY-MM/NN.
