Initialize the DNS service as early as possible to avoid a problem
where DNS service initialization is dispatched to the main thread
while that thread is blocked.

Mozilla's wizard has a bug where localized labels are not loaded because
Fluent is not initialized early enough. Apply the same workaround as
Mozilla applied in https://bugzilla.mozilla.org/show_bug.cgi?id=1625938

The <wizard> and <dialog> elements can no longer be used as root elements.
Adapt to the use of shadow DOM within the <wizard> implemention.
Migrate the locale picker from the general.useragent.locale preference to
  intl.locale.requested.

Create a client-auth directory within the Tor data directory and use it.

ExtendedErrors in the socks port flags.

Synchronize locale names with those that are used on Transifex and
  remove old locales (the Transifex locale names were recently updated
  to match the names that Mozilla uses).
Limit the locales that we ship to those for which we ship a localized
  Tor Browser. The list is defined via a new BUNDLE_LOCALES variable
  within localization/import-translations.sh (this is the same technique
  that is used by Torbutton).
Pull in recent translation updates.
