Version bump

We resolve the issue of deadlocks within Firefox, and other unknown
bugs, during initialization by using asynchronous programming in the
controller implementation. At the same time, we take advantage of
torbutton's async 'controller' module instead of duplicating logic.

Initialize the DNS service as early as possible to avoid a problem
where DNS service initialization is dispatched to the main thread
while that thread is blocked.

Mozilla's wizard has a bug where localized labels are not loaded because
Fluent is not initialized early enough. Apply the same workaround as
Mozilla applied in https://bugzilla.mozilla.org/show_bug.cgi?id=1625938

Migrate the locale picker from the general.useragent.locale preference to
  intl.locale.requested.
