- makes torbutton_send_ctrl_cmd async; now implemented using
  torController.sendCommand rather than handling all of the io,
  concurrency, and syncrhonization
- insert asyncs/awaits/catch to the relevant places where

- removed call to torbutton_do_tor_check() from

Also, eliminate extra "b" parameter from the search form. The
presence of "b" would reveal that the search was initiated from
the landing page, rather than the urlbar.

The torbutton does not exist anymore, so removing related
code that is now unused, like the new browser version
flashing warning and others.

Closes #28745.

Since Tor Browser 9.0 (when the Onion Button was removed), Torbutton's
internal browser version check is no longer hooked up to any UI. But it
was still chugging along - making requests and logging to the Browser
Console.

Delete it, along with some now unnecessary support code.
